Track and Trace - Inspection by the Authority

The Danish Business Authority, Market Surveillance, oversees compliance with the track and trace (traceability) requirements for tobacco products in Denmark.

What Is Checked?

The Danish Business Authority checks that all tobacco products are marked with a unique identifier (UI) issued by the Danish ID-Issuer. This means that the code on unit packs must begin with the prefixes LEWL2 or QCPSQR.

The Danish Business Authority also checks that all other requirements in both the Tobacco Products Act and the Commission’s Implementing Regulation are complied with.

This control takes place both as part of our regular inspections in retail outlets and as announced visits to businesses such as distributors, manufacturers, and importers.

What Happens During Checks at Retailers?

In retail outlet inspections, we check that:

  • Your tobacco products are listed in our Tobacco Register and comply with applicable legislation on, for example, packaging, health warnings, etc.
  • The tobacco products you have in stock are correctly labelled with a UI code starting with the prefixes LEWL2 or QCPSQR.
  • The tobacco products you sell to consumers have been correctly scanned out to you as the retailer.

It is your supplier’s responsibility to ensure that the products are scanned out to your facility in the traceability system before they are delivered to your store.

What Happens During a Business Visit?

When the Danish Business Authority makes an announced visit to your company, we invite you to engage in a dialogue about the handling of tobacco products and take a closer look at your workflows. The purpose is to ensure compliance with the rules on traceability.

During the visit, we will:

  • Check that the tobacco products you have in stock are correctly marked with a code starting with the prefixes LEWL2 or QCPSQR.
  • Check that these products are scanned out to you and that receipt of goods is correctly registered in the traceability system.

If you have questions about the rules, you are of course welcome to ask during the visit.
