Who Is a Distributor or Carrier of Tobacco Products?

A distributor is an Economic Operator (EO) that handles tobacco products for the purpose of resale between EO’s. The distributor acts as an intermediary between the manufacturer or importer and the retailers who sell to consumers.

Handling of tobacco products includes:

  • Storage,
  • Reloading,
  • and resale of tobacco products.

A carrier that performs reloading of tobacco products is therefore also regarded as a distributor and must comply with the same requirements regarding registration, reporting, and traceability.

Carriers that solely transport tobacco products between undertakings—without carrying out storage or reloading—do not need to be registered in the traceability system.

You Must Be Able to Transmit Information to the EU Repository

Distributors handling tobacco products for resale are required to have equipment capable of scanning tobacco products and transmitting data to the EU-rigister (Secondary Repository). The equipment must be able to record the timing of activities such as the application of ID numbers, aggregation, and dispatch of tobacco products. Information is considered successfully transmitted once you have received confirmation from the system.

In addition, you must register economic transactions, such as invoices and payments. This
data must be retained for five years.

If you have expenses related to acquiring a scanning system, you may apply for reimbursement of expenses related to scanning equipment via SGS
Ontrack, which manages applications from across the EU. You can read more and apply for reimbursement on SGS Ontrack’s website

Your Business Must Be Registered

If your business is not registered as an economic operator, you cannot legally receive or handle tobacco products for resale. As a distributor, you must register as an economic operator and obtain an Economic Operator Identifier (EOID). In addition, you must register each facility where storage or reloading takes place, so that each facility receives a Facility Identifier (FID).

If you experience issues with the registration system, you should contact the ID issuer Persequor ApS (PSQR). This can be done via the contact details in the registration system at https://issuerdk.psqr.euor by email at issuerdk-support@psqr.eu

Questions Regarding Reporting of Tobacco Product Movements

If you experience issues reporting the movements of tobacco products, you should contact Dentsu, the operator of the EU Secondary Repository.
