Who Qualifies as a Retailer?
You are considered a retailer if you sell tobacco products directly to consumers – regardless of whether the sale occurs in a kiosk, supermarket, grocery store, association, nursing home, restaurant, or similar establishment.
You Must Register
As a retailer, you must register to obtain an Economic Operator Identifier Code (EO-ID). You must also register your store to receive a Facility Identifier (F-ID).
These codes must be used when purchasing tobacco products for resale from a wholesaler or distributor. If your store is not registered, you cannot legally receive tobacco products for resale.
Registration is free of charge. You can register your store yourself or allow your wholesaler to do it on your behalf.
The registration system is operated by the ID issuer Persequor ApS (PSQR) on behalf of the
Danish Business Authority.

If You No Longer Sell Tobacco or Only Purchase from Another Retail Outlet
You must deregister from the system, so you are no longer listed as a registered retailer. You are also required to update your information if, for example, you change address.
Products Must Have Unique Identifiers
As a retailer, you are responsible for ensuring that all tobacco products you market are marked with Unique Identifiers (UIs). The Unique Identifier must be issued by the Danish ID Issuer and, for unit packs, must begin with either LEWL2 or QCPSQR.
In accordance with the Commission Implementing Regulation (EU) 2018/574, “all tobacco products” include: Cigarettes, Cigars, Cigarillos, Roll-your-own tobacco, Pipe tobacco, Waterpipe tobacco, Tobacco for oral use, Nasal tobacco, chewing tobacco, Novel tobacco product and Other (product placed on the market before 19 May 2014).
