New Danish regulation on nicotine and tobacco products from 1 July 2025

From 1 July 2025, new Danish legislation for nicotine products, tobacco surro-gates, and a range of tobacco goods will enter into force. This is part of the gov-ernment’s action plan to prevent the use of nicotine and tobacco among children and young people. The new rules impose certain requirements for companies that manufacture, import, distribute, or trade nicotine products, tobacco surro-gates, and number of specific tobacco products. New rules must therefore be complied with from 1 July 2025.

New rules from 1 July 2025

  • There are requirements for the appearance of cigarettes and roll-your-own tobacco, including paper, filters, etc., as well as tobacco surrogates.
  • There are requirements for the ingredients in single packages of chewing tobacco and tobacco surrogates (e.g. nicotine pouches).
  • There is a ban on characterising flavours in tobacco surrogates.
  • There is a ban on certain additives in tobacco surrogates.
  • There are regulations on the standardization of packaging for tobacco surrogates and accessories for heated tobacco products. This means, among other things, that the packaging must look the same and therefore cannot have logos or special colours.
  • There are regulations for the nicotine content in tobacco surrogates (e.g. nicotine pouches).
  • There are standards for labelling and health warnings for electronic cigarettes and refill containers with nicotine.

Transition Period for the New Regulations

All nicotine products, tobacco surrogates, and specific tobacco goods produced from 1 July 2025, must comply with the new requirements.

To facilitate a smooth implementation, a transition period has been adopted, starting on 1 July 2025, and ending on 31 March 2026. From 1 July 2025, it is permitted to sell off the covered tobacco goods, nicotine products, and tobacco surrogates that were manufactured before the start of the transition period. However, from 1 April 2026 – when the transition period ends – it will no longer be permitted to sell nicotine products, tobacco surrogates, or the covered tobacco goods that are not produced in accordance with the new regulations coming into force on 1 July 2025.
