Quality and composition of electronic cigarettes and refillable containers

Manufacturers and importers of electronic cigarettes and refillable containers with nicotine must ensure that the products meet the demands on quality, composition and safety.

Demands for nicotine-containing liquid

You may market only nicotine-containing liquid in special refillable containers, in electronic single use cigarettes or in cartridges for single use. Refillable containers is allowed a maximum volume of 10 ml, while cartridges and containers is allowed to have a maximum volume of 2 ml. The amount of nicotine content in the liquid must be at maximum 20 mg/ml.

Demands on ingredients

You can only use ingredients with high purity for manufacturing of nicotine-containing liquid. Apart from the nicotine, the other ingredients may not pose a risk to the health of human beings. Neither in heated nor in unheated form.

The nicotine-containing liquid cannot contain vitamins or other additives giving the impression that the electronic cigarette or refillable container has a health-related benefit or poses a limited risk of health. Demands on safety

Electronic cigarettes with nicotine must provide doses of nicotine in constant amounts by use. They must be child- and tamper proof and be secured against seepage of liquid when damaged.
