General information about authorisation and approval

The Danish Safety Technology Authority controls the authorisations within the electricity, plumbing and sewage installation areas as well as the company approvals within the gas area. The authorisation is given to the company, but a prerequisite is the employment of one or more individuals having professional responsibility.

Authorisation or approval ensures that electricity, water and drainage, gas and sewage installations are carried out and serviced correctly for the sake of health, safety and the environment.

Foreign companies working permanently in Denmark must seek authorisation or approval just like Danish companies.

Foreign companies wanting to work as a temporary service provider in Denmark in a field of work requiring authorisation or approval must submit an application for recognition by the Danish Safety Technology Authority.

Technically responsible person

An authorised company or a company with company approval within the gas area must employ a technically responsible person who must be approved by the Danish Safety Technology Authority. The technically responsible person must be affiliated with the company for a minimum of 30 hours per week.

Individuals seeking to work as a technically responsible person in a Danish electricity, plumbing or sewage installation company or within the gas area can apply for approval through the Danish Safety Technology Authority. Applications are processed in accordance with  EU directive 2005/36/EC  concerning approval of professional qualifications.

Quality management system

Temporary business

A company set up in another EU or EEA country applying for authorisation or approval in a role of temporary service provider must forward information how the company

  • ensures, during the daily work, that the work is carried out according to applicable regulations
  • makes end control of the completed installations
  • prevents errors and
  • makes improvement activities to prevent recurrence of specific errors

Information or documentation shall be in a language, which is easily understood by the Danish Safety Technology Authority.

Establishing business

A foreign company applying for authorisation or approval in preparation for working permanently in Denmark must forward its quality management system relating to work covered by the law’s section 2 and the quality management system must be approvable by the rules in the Executive Order on quality management systems for authorised companies No. 629 of 2 June 2017. The company must also forward information about status of system implementation. The quality management system and information about implementation of the system shall be submitted in a language which is easily understood by the Danish Safety Technology Authority.

The Danish Safety Technology Authority assesses whether the system can be pre-approved. The quality management system must be finally approved by a supervisory body within one year after the authorisation has been granted. At intervals not exceeding 2 years the supervisory body must continuously review whether the company uses and actually acts in accordance with its quality management system.

If a foreign company already uses a quality management system for production and end control approved by a recognised certifying body based on the joint European or national standards or a system, which is similar or substantially comparable to its purpose, the company will be able to meet the requirement of having an approved quality management system. The company must forward documentation for the quality management system for production and end control to the Danish Safety Technology Authority. The documentation shall be submitted in a language which is easily understood by the Danish Safety Technology Authority.

On this basis, the Danish Safety Technology Authority assesses whether the system can be approved .

At intervals not exceeding 2 years, the company submits documentation to the Danish Safety Technology Authority that the quality management system has been implemented. The documentation shall be in the form of verification reports from a recognised certifying body or from a corresponding body or authority. The documentation shall be submitted in a language which is easily understood by the Danish Safety Technology Authority.

Authorisation directory

In the Danish Safety Technology Authority’s authorisation directory you can search for companies with authorisation or approval within the electricity, plumbing, sewage and gas areas. All companies authorised or approved by the Danish Safety Technology Authority are automatically registered in the authorisation directory at this website.

The companies have the option to add phone number, e-mail and website address. They can also add under which Danish municipality the company wants to be listed in the authorisation directory. If the company chooses not to give this information, it will only be registered with name, address and authorisation or approval information.

Hiring of employees

The company may only take responsibility for work requiring authorisation or approval carried out by individuals not employed, if these are hired into the company. Before the work is carried out, a written agreement on temporary work must be drawn up with the company to which the individual normally is affiliated. This agreement must be for a limited period of time.

Delegation of responsibility

It is the responsibility of the company that its work is carried out by individuals with the necessary skills.

Reporting changes in authorisation or approval

An authorised or approved company is obliged to report to the Danish Safety Technology Authority any changes in the company. The Danish Safety Technology Authority must also be informed of changes in the data given at the time of authorisation or approval, and also if a technically responsibly person leaves or is added, or if the company discontinues its operation or no longer wishes to retain authorisation or approval.

Cancellation and renewal

A temporary authorisation or approval is valid for one year. It is possible to renew the authorisation or approval before it expires.

If the authorisation or approval is not renewed before it expires, the authorisation or approval will be cancelled. If it has been cancelled, the company and technical responsible person must apply again.
